Here's how it's played.
One person will ask a 'what if?' question, and the next person will give a situation. It can be simple, or you can make it a big 'story' type post (if you have an idea for one of those in your head, you can reserve like in OM to keep others from taking it).

If people could fly there would be total chaos. Criminals could get away with virtually anything, because they could just fly away. Although everyone else could fly, imagine how hard it'd be to catch a criminal in the air!

And then there'd be a shitload of illegal immigrants everywhere.

World peace would reign supreme. People would moreso understand these rules, and thus there would be less crime throughout. There would be the odd defiant person, but the correctional facilities would deal especially with rule following.

Suicide rates will be up 200 percent due to boredom.

What if people were 50x smarter than they are already.
